A conversation beside the building

Several officers are talking beside a wooden building. One has his back to the camera. Others look towards him.
I wonder what question had just been asked. Was someone clarifying what they had seen, asking for more information, or discussing what needed to happen next?
There is a practical side to witnessing something that I find myself thinking about here. Once you have seen it, people still have to decide what to record, who to speak to and what action is needed.
The clip gives me no transcript of this conversation. It leaves me wanting to know whether its words survive somewhere in a report or diary.
When you watch the exchange, what would you most want to ask those taking part?
